Short answer: fewer than you would expect. The three largest on-demand delivery platforms in the country do not carry tobacco at all, which eliminates most people’s first three guesses before the question really starts.
After that it comes down to your address. Tobacco delivery is permitted in some places and not others, and any app can only show you what a licensed retailer near you is allowed to sell.
The apps that do not deliver tobacco
Uber Eats. Does not deliver cigarettes or any other tobacco or nicotine product in the United States. It does deliver alcohol in roughly thirty states, which is usually where the confusion starts.
DoorDash. Same answer. Tobacco and nicotine products are not permitted on the platform under its own merchant policy. We covered that one separately in does DoorDash deliver tobacco.
Instacart. Prohibits tobacco products, including vapes, across every retailer on the platform. Alcohol is allowed. Tobacco sits on the prohibited list alongside weapons and lottery tickets.
That is most of the on-demand delivery market, and none of it carries the category. Which is why the list of apps that do is short.
The apps that do
Saucey
Delivers tobacco and nicotine products to customers 21 and up, in the markets where it is legal and where a licensed retailer nearby stocks them. Orders arrive as fast as 25 minutes, with a $4.99 delivery fee shown up front. It is a listed category in the app with ID verification built in, not a workaround.
Saucey also delivers beer, wine and liquor in 49 markets, so tobacco and the rest of the order travel in the same cart rather than two.

Gopuff
Carries tobacco and nicotine products out of its own fulfillment centers in many markets and advertises delivery in as fast as fifteen minutes. What is in stock depends on the facility serving your address, so availability moves market to market.
7NOW
7-Eleven’s own delivery app. Carries tobacco in many locations, and the selection is whatever that particular store carries.
Vroom Delivery
A platform that powers online ordering and delivery for individual convenience and liquor stores rather than a single national service. What you can order, and how the order gets handled, depends on which store is running it.
Why the answer changes by address
Tobacco delivery is regulated separately from alcohol delivery, and more tightly. Some states permit it, some prohibit it, and some cities prohibit it inside states that allow it. New York City, for example, bars delivery of tobacco and electronic cigarettes to consumers.
This is why an app that works for someone two states over shows you nothing. It is not the app. It is the license.
