Can You Order Vapes for Delivery?

Yes, in some places. Since 2021 vapes cannot be mailed in the United States, so “vape delivery” now means a local courier bringing an order from a licensed retailer to your door and checking your ID there, and whether that is legal depends on your state and city. This page explains the federal law that ended online shipping, the state rules that decide where local delivery is allowed, which products can lawfully be delivered at all, and how it works on Saucey.

Why vapes can no longer be mailed

The Preventing Online Sales of E-Cigarettes to Children Act, passed in December 2020 and effective March 28, 2021, extended the federal PACT Act, which had governed mail-order cigarettes since 2010, to cover e-cigarettes, e-liquids and their components. Under it, anyone selling vapes across state lines must register with the ATF and the states they ship to, verify age at purchase, collect the destination state’s tobacco taxes, keep records and get an adult signature at delivery. The Postal Service then issued a rule, effective October 21, 2021, that bars mailing vaping products to consumers at all, with narrow exceptions for business-to-business and a few other categories. FedEx, UPS and DHL had already announced they would stop carrying vapes in early 2021. The combination shut down most direct-to-consumer online vape shipping. What survived is delivery within a state or a city from a licensed retailer’s own inventory, which the PACT Act does not prohibit.

What decides whether local delivery is legal

Three layers of law, and every one of them has to allow it.

• Federal: the buyer must be 21 or older (federal Tobacco 21, since December 20, 2019), and the retailer must verify that in a face-to-face transaction, which for delivery means at the door.
• State: states decide whether tobacco and nicotine products may be delivered to homes at all, and under what conditions. Some permit it with age verification at delivery; some prohibit it; some are silent, which in practice means the retailer’s license terms and the state’s tax rules govern. Texas permits delivery by a licensed retailer with ID verification on handoff, which is why Saucey’s tobacco markets are Texas cities.
• Local: cities and counties add their own rules, including flavored-tobacco bans and outright bans on tobacco delivery inside states that otherwise allow it. A product that is legal to deliver across a state line may be illegal a few blocks away.

Which vapes can be delivered anywhere

Delivery law only matters for products that are lawful to sell in the first place, and for vapes that is a short list. As of August 2026 the FDA has authorized 48 e-cigarette products from five companies (Vuse, NJOY, Logic, JUUL and Glas), almost all in tobacco or menthol flavors and none of them disposables. Everything else on the market is unauthorized and subject to FDA enforcement. On top of that, California, Massachusetts, New York, New Jersey and Rhode Island ban flavored e-cigarettes; Florida, North Carolina, Wisconsin and a growing list of states keep directories of approved products and remove the rest from shelves; and Texas, since September 1, 2025, makes it a Class A misdemeanor to sell vapes manufactured in China or marketed with candy or cartoon imagery, which covers most disposables. A licensed retailer in Texas can lawfully deliver an authorized product like a JUUL or Vuse pod system; it cannot lawfully deliver a Chinese-made candy-flavored disposable, no matter what a website says. How it works on Saucey

If nicotine products can be sold and delivered where you are, you will see what nearby licensed retailers stock, listed under the manufacturers’ own product names, and the delivery fee and taxes are shown before you pay. At the door the driver scans your ID; no ID, or an ID under 21, and the order goes back. If you see no vape products at your address, it is because they cannot lawfully be delivered there, not because they are out of stock.
