How Much Nicotine Is In One JUUL Pod?

A JUUL pod holds 0.7 mL of liquid. At the 5% strength that is 59 mg of nicotine per mL, or about 41 mg of nicotine in the pod; at the 3% strength it is 35 mg per mL, or about 24.5 mg in the pod. Those are the two strengths the FDA authorized in July 2025, and the newer JUUL2 pods authorized in August 2026 are lower, at 18 mg per mL. What the percentage means

JUUL labels its pods by nicotine as a percentage of the liquid by weight. The conversions used in the FDA’s authorization documents and on the packaging are:

The nicotine in JUUL pods is a nicotine salt (nicotine bound with benzoic acid), which is what allows a concentration that high to be inhaled; the freebase nicotine in older e-liquids was typically sold at 3 to 24 mg per mL. Because the salt form is absorbed efficiently, the FDA and independent researchers have found JUUL delivers nicotine to the blood at rates comparable to a cigarette.

How that compares to other products

These are amounts of nicotine contained in the product, not amounts absorbed. Absorption depends on how a product is used, and the figures are not interchangeable as doses.

• A cigarette contains about 10 to 14 mg of nicotine in its tobacco; a smoker absorbs about 1 to 2 mg of it (see how nicotine in cigarettes is measured).
• A 5% JUUL pod contains about 41 mg; how much of it a user absorbs depends on the number and length of puffs over the life of the pod.
• Nicotine pouches such as ZYN are sold at 3 mg and 6 mg per pouch (see ZYN compared with snus, cigarettes and vapes).
• Most disposable vapes are sold at 5% (50 mg/mL) with 2 to 20 mL of liquid, so a single disposable can contain several times the nicotine of a JUUL pod.

JUUL’s own marketing has historically described a 5% pod as roughly equivalent to a pack of cigarettes in nicotine content. That is a content comparison, and it says nothing about how much either product delivers to a given person.

The FDA authorization

JUUL launched in June 2015 and by 2018 was the largest-selling e-cigarette in the US. It withdrew its fruit and dessert flavors from stores in November 2018 and mint in November 2019 amid federal scrutiny of youth use, leaving tobacco and menthol. On June 23, 2022, the FDA issued marketing denial orders for all JUUL products, which would have removed them from the market; a court stayed the orders the next day, the FDA put them on administrative hold in July 2022, and rescinded them in June 2024. On July 17, 2025, the FDA authorized the JUUL device and its Virginia Tobacco and Menthol pods at 3% and 5%, and on August 28, 2026, it authorized the JUUL2 device and its tobacco and menthol pods at 18 mg/mL. That brought the number of FDA-authorized e-cigarette products to 48.

Authorization means the FDA concluded, on the evidence JUUL submitted, that marketing the product met the statutory standard of being appropriate for the protection of public health. It is not an approval in the sense used for drugs, it does not mean the product is safe, and the FDA’s order requires the nicotine addiction warning above on every package and advertisement. The FDA has not authorized any JUUL flavor other than tobacco and menthol, and every JUUL-compatible third-party pod sold in other flavors is unauthorized.

Where JUUL can be sold

Federal authorization does not override state law. Massachusetts and California ban menthol e-cigarettes along with all other flavored ones, so only the tobacco pods may be sold there. Several states with vape directory laws (Florida, North Carolina, Wisconsin and others) list JUUL’s authorized products, which is what lets them stay on shelves while unauthorized disposables come off. In Texas, where Saucey delivers nicotine products, JUUL’s authorized products are lawful; what is in stock near you depends on your address.
